Microsoft President Brad Smith has said the company takes “full responsibility” for attacks by Russian and Chinese threat actors during a grilling at a House Committee on Homeland Security.

In an attack attributed to a Chinese group called “Storm-0558”, hackers stole 60,000 emails from the State Department.
